As part of Swachhta Pakhwada from 17th September to 02nd October 2024, following activities
were carried out on 24.09.2024.
Time bound transformation of difficult & dirty spots (black spots) with focus on partnerships
black spots: Generally neglected garbage points, Difficult to clean as part of regular Swachhata
/cleanliness drives, Posing environmental, health & hygiene risk
Transforming difficult and dirty "black spots" (generally neglected garbage points) within a specific time frame requires a strategic approach that emphasizes partnerships and community engagement. Here is a framework developed by ICAR-NIVEDI for addressing such spots, focusing on collaboration and sustainability.
Identification and Prioritization:
➢ ICAR-NIVEDI conducted a survey within the campus premises to identify black spots
and mapped the location by using GIS technology.
➢ The swachhata Hi Seva team has done risk assessment by prioritizing the spot based on
environmental, health, and hygiene risks, considering population density, proximity to
water sources, and community impact.
➢ Time-Bound Goals: The team had set realistic time frame for each identified spot, based
on complexity, size, and resources required.
Strategic Partnerships
• Municipal and Local Governments: Collaborated with local governing body for legal
support, access to institutional waste management services, and discussed on funding for
transportation and segregation of wastes.
Fixing Ownership on maintaining the daily waste by different staff of ICAR-NIVEDI including Kitchen Waste
Awareness Campaigns: Conducted a meeting with critical waste creators like Kitchen
managers, estate staff who collect the waste and dump in a place making it as black spot.
Among them all created cleanliness awareness, explained the risks posed by black spots.
Used local languages to make the waste collectors to understand in their mother tongue
for effective collaboration and implementation.
Monitoring & Sustainability
➢ Periodic Monitoring: Set up a committee to these spots regularly and ensure they don’t
revert back into black spots.
➢ Incentives for Cleanliness: Rewards were announced to maintain cleanliness and
discourage dumping waste without planning for recycling.
➢ Penalty for Repeat Offenders: It was decided to work with different staff group of ICARNIVEDI including kitchen staff to face heavy penalties for illegal dumping or littering.
By integrating the efforts of ICAR-NIVEDI, BBMP, the contractors, this partnership-driven
approach can create a sustainable transformation of the identified black spots, will make them
symbols of community rejuvenation and environmental stewardship for which a time line of 02nd
October 2024 has been kept.
