Contingency Monitoring Plan

This Contingency Monitoring Plan outlines the strategy of the ICAR-National Institute of Veterinary Epidemiology and Disease Informatics (ICAR-NIVEDI) to ensure business continuity, quick restoration, and risk mitigation in the event of website failure, data loss, or other unforeseen incidents.

1. Purpose

The purpose of this plan is to define procedures to:

Minimize disruption to website services.
Protect data integrity and accessibility.
Ensure prompt restoration of online services.
Maintain trust and confidence of users and stakeholders.

2. Scope

This plan applies to all critical components of the ICAR-NIVEDI website including web server infrastructure, databases, hosting services, domain configurations, and content management systems.

3. Possible Risks

Server or hosting failure
Cyber attacks (DDoS, malware, defacement)
Database corruption or data loss
DNS or domain failure
Natural disasters (fire, flood, power failure)

4. Preventive Measures

Regular full and incremental data backups (daily/weekly).
Antivirus, firewalls, and intrusion detection systems (IDS).
Two-factor authentication for administrators.
Secure coding practices and vulnerability patching.
Redundant hosting and server mirroring when feasible.

5. Contingency Actions

Failure Detected: Automatic alerts to system admins via monitoring tools.
Initial Assessment: Within 30 minutes of outage, assess issue severity.
Recovery Steps: Switch to backup server or restore from latest verified backup.
Communication: Notify stakeholders via official email or notice board.
Root Cause Analysis: Conducted post-recovery and documented.

6. Backup Strategy

Daily Backups: Core database and CMS content.
Weekly Snapshots: Complete system snapshot stored securely.
Offsite Storage: Critical data backed up to remote/cloud locations.
Backup Testing: Monthly restoration testing to validate reliability.

7. Roles and Responsibilities

Web Information Manager: Coordinates contingency response and communication.
IT/Server Admin: Executes server restoration and DNS redirection.
Content Teams: Validate content accuracy post-restoration.
Security Officer: Investigates cause and applies security measures.

8. Review and Maintenance

The Contingency Monitoring Plan shall be reviewed bi-annually or after every major failure incident. Updates will be incorporated to address new risks and technological advancements.
